HNSEA

HomeNet Southeast Asia (HNSEA) is a network of the more than 30,000 home-based workers (HBWs), both self-employed workers and sub-contracted homeworkers, in the Southeast Asia Region. The members of HNSEA in each country have also included other types of workers in the informal economy such as street vendors, domestic workers, construction workers, waste pickers, taxi drivers, and motorcycle taxi drivers.
HNSEA has 6 country members. HomeNet Indonesia, HomeNet Philippines and HomeNet Thailand, emerged as a result of the ILO-DANIDA subregional project on rural women homeworkers in the putting out system undertaken from 1988 to 1996. Furthermore, formalisation and registration of HNSEA took place in 1997. HomeNet Laos joined the movement in 2004, Cambodia Home-Based Workers Association (CHWA) in 2009 and HomeNet Vietnam in 2019.

Since its formalization as a network in 1997, HomeNet Southeast Asia through its national HomeNets has ensured the collective participation of its homeworkers-members to seek appropriate solutions to their problems and issues through advocacy, networking and linking, resource mobilization, capacity building, and the implementation of development projects for sustainability and self-reliance.

Programs and services of its member networks include education and training, socio-economic assistance, research and documentation, marketing, facilitation of access to social protection, organizing, staff development and administration, planning, monitoring and evaluation.

HNSEA Vision:

The empowered homeworkers realize their rights through the strengthening of their own organizations and networks, the improvement of their working and living conditions, the enjoyment of income and employment security, including social protection, and participation in governance related to homeworkers’ concerns.

HNSEA Objectives:

  1. To strengthen organizations and networks of homebased workers in Southeast Asia and their collective actions at the sub-regional and national levels;
  2. To help build the economic sustainability of homebased workers’ livelihood and social protection schemes towards the attainment of their economic rights and security;
  3. To enhance capacity of homebased workers in exercising their rights through active participation in governance leading to strengthened advocacy, public policy formulation, and program implementation on key issues;
  4. To build and maintain an information database on the situation of homebased workers in Southeast Asia considering disaggregation by gender;
  5. To advocate for the ratification of ILO Convention 177 on Home Work; and
  6. To facilitate resource generation for homebased workers’ organizations and to receive grants and donations to pursue the above activities.
